Often, yes, that's the classic way, over a poplin shirt or a tee with the collar or sleeves showing. But a fitted knit vest also works on its own with high-waist trousers or a skirt.
Merino is fine and soft against the skin; lambswool is a touch heartier and warmer; alpaca is light, fluffy, and very warm for its weight. Each suits a different kind of sweater.
